Sources and methodology.

Quoin turns fragmented Washington, DC public records into property-account facts without hiding the source or the relationship used to link them. Quoin snapshots each official release, keeps evidence attached to each fact, and does not guess when the record is silent.

Resolve the property before returning facts

Quoin starts from the official District SSL and Master Address Repository relationships. Exact identity matches take precedence; ambiguous addresses return bounded official parcel choices rather than collateral facts.

Regulatory records use official SSL links where available. No fuzzy record-to-property matching is used.

Resolve the building, not a guessed parcel

A query for 1717 K Street NW resolves to the official property account at 1000 Connecticut Avenue NW because both addresses describe the same building. Quoin returns the linked account and labels the relationship instead of attaching facts to the typed address by guesswork.

Attach evidence to each fact

  • Stable semantic field key and human label.
  • Typed value and unit, with tax year, stage, or other effective period.
  • Reported, derived, or typed-null status.
  • Source extract or release date and opaque source reference.
  • Quality, conflict, and property-link-scope flags.
  • Display-ready official verification route with exact lookup inputs and short steps.

Freeze and validate releases

The production build pins source releases and generated artifacts with row counts and cryptographic hashes. Runtime queries follow the published current-release pointer; hidden, rejected, or superseded releases are not served.

An empty result means no linked record in the frozen release. It is not proof that the government has never published a record.

Source and licensing policy

Official Open Data DC sources are attributed to their publishing agency. Although the District catalog terms describe a CC0 default unless otherwise noted, the core datasets used here publish source-specific CC BY 4.0 notices, which Quoin follows.

Government logos and non-data portal content are not treated as part of the data license. Fee- or terms-bound portals may be used for human verification without republishing their protected content. Quoin does not offer bulk downloads from this site.

What Quoin does not conclude

  • Title, deed-image chain, ownership, or lien priority.
  • Appraisal, market value, lending value, survey, or rentable area.
  • Zoning, code, permit, license, or occupancy compliance.
  • Work completion, tenant status, lease terms, NOI, or future license renewal.
  • Coverage outside Washington, DC.
